GUAM:
spacerTHE COMMANDER OF AMERICA'S TWENTIETH AIR FORCE FRIDAY BOLDLY LISTED NAME BY NAME THE NEXT ELEVEN CITIES MARKED FOR B29 DESTRUCTION, AT LEAST FOUR OF THEM WITHIN A FEW DAYS.   THIS HISTORY MAKING MOVE WITH ITS OBVIOUS PROPAGANDA PURPOSE EMPHASIZED SURRENDER DEMANDS ON JAPAN.   PAMPHLET SCATTERING PLANES AND REPEATED RADIO BROADCASTS CARRIED THE BLUNT WARNING TO THE JAPANESE PEOPLE.   THEY WERE TOLD TO FLEE FROM THE DOOMED CITIES OR IF THEY WISHED TO PREVENT FURTHER DEVASTATION, TO FORCE SELECTION OF A NEW AND GOOD LEADER WHO WILL END THE WAR.   THE UNPRECEDENTED ACTION CAME A DAY AFTER THE UNCONDITIONAL SURRENDER ULTIMATUM ISSUED AT POTSDAM BY THE UNITED STATES, GREAT BRITIAN AND CHINA.   IT ALSO DECLARED THE ALTERNATIVE WAS UTTER AND COMPLETE DESTRUCTION.

SUPERFORTS OF THE 20TH AIR FORCE SHOWERED ELEVEN JAPANESE CITIES WITH PAMPHLETS WARNING THEM TO EVACUATE OR BE BURNED OUT.   MAJOR GEN. CURTIS LE MAY SAID "THE JAPS HAVE NOTHING LEFT TO LOOK FORWARD TO EXCEPT DESTRUCTION.   WE HAVE REACHED THE POINT WHERE THEY REFUSE TO FIGHT WHILE WE BURN DOWN THEIR CITIES.   NOW WE ARE TELLING THEM WHEN AND HOW WE ARE GOING TO DO IT.   THIS IS A FRANK EFFORT TO CONVINCE THE JAPANESE PEOPLE THIER CAUSE IS HOPELESS AND THAT THE MILITARY IS POWERLESS TO PROTECT THEM".   THE WARNING PAMPHLETS HAD ON ONE SIDE A PICTURE OF A B29 DROPPING ITS BOMBS AND UNDER THE PICTURE WERE ELEVEN CIRCLES EACH CONTAINING THE NAME OF A JAPANESE CITY MARKED FOR DESTRUCTION.   ON THE OTHER SIDE OF THE SHEET IS THE TEXT OF THE WARNING TO THE JAPANESE PEOPLE.   IT TELLS THEM THAT THIS PAMPHLET MAY BE THE MEANS OF SAVING LIVES.   IT WARNS THEM THAT THE 11 CITIES WILL BE DESTROYED BY U.S. FIRE BOMBS AND THAT FOUR OF THE CITIES WILL BE BURNT OUT WITHIN THE NEXT FEW DAYS.   THE MESSAGE TO THE JAPANESE TELLS THEM THAT THE U.S. AIR POWER IS DETERMINED TO DESTROY ALL THE TOOLS BEING USED BY THE JAPANESE MILITARY TO PROLONG THE WAR.   THE MESSAGE SAYS "UNFORTUNATELY BOMBS HAVE NO EYES, SO IN ACCORDANCE WITH AMERICA'S WELL-KNOWN HUMANITARIAN POLICIES THE AMERICAN AIR FORCE WHICH DOESN'T WISH TO INJURE INNOCENT PEOPLE NOW GIVES YOU WARNING TO EVACUATE THE CITIES NAMED TO SAVE LIVES."

GENERAL LE MAY, WHO WILL LEAVE THE 20TH AIR FORCE SOON, TO TAKE OVER AS CHIEF OF STAFF FOR AMERICA'S STRATEGIC AIRFORCES IN THE PACIFIC, SAID THE FOREWARNING IDEA WAS HIS.   IT WAS CARRIED OUT IN COOPERATION WITH THE U.S. FLEET'S PSYCHOLOGICAL WARFARE OFFICE.

SAN FRANCISCO:
spacerTHE SEMI-OFFICIAL JAPANESE DOMEI NEWS AGENCY CLAIMED FRIDAY THAT THE ALLIED ULTIMATUM TO SURRENDER OR MEET DESTRUCTION WOULD BE IGNORED BUT OFFICIAL RESPONSE WAS AWAITED AS JAPANESE WAR LORDS DEBATED THE DEMAND.   DOMEI, IN THE FIRST REACTION TO THE PROCLAMATION BY THE UNITED STATES, GREAT BRITIAN AND CHINA DECLARED IN A BROADCAST FROM TOKYO THAT IT HAD IT AUTHORITATIVELY THAT JAPAN WOULD REJECT THE PROPOSAL AND WOULD PROSECUTE THE WAR OF GREATER EAST ASIA TO THE BITTER END.   (ED: THE CHIVO CHIMES PROUDLE POINTS OUT THE SCOOP OF THIS ITEM.   THIS WAS COPIED DIRECTLY FROM DOMEI NEWS AGENCY LAST NIGHT BY OUR INDEFATIGABLE, COFFEE-DRINKING EDITORIAL STAFF.)

LONDON:
spacerTHE PASSING OF WINSTON CHURCHILL AS BRITIAN'S PRIME MINISTER, BROUGHT A MIXED REACTION THROUGHOUT THE WORLD TODAY.   THERE WAS GENERAL REJOICING IN THE RANKS OF LABOR, SOME ANXIETY ON THE PART OF BUSINESS INTERESTS WITH BRITISH AFFILIATIONS AND CONSTERNATION IN THE RIGHEST CIRCLES.   THE MOSCOW RADIO SAID THE LABOR PARTY LAST MAY CALLED FOR A CONSOLIDATION OF RELATIONS OF FRIENDSHIP WITH RUSSIA AND ISSUED A WARNING AGAINST ANTI-SOVIET PROPAGANDA.   IN WASHINGTON, CONGRESS WAS FACED WITH THE MEANING OF THE EVENT BUT INDICATED THAT SIMILAR ISSUES MUST BE FACED IN THE UNITED STATES.   AUSTRALIAN LABOR PARTY LEADERS SAID THE RESULT INSURED AN AUSTRALIAN LABOR PARTY VICTORY IN THE NEXT GENERAL ELECTIONS THERE.   THE SYDNEY TELEGRAPH SAID THE RESULT WAS DUE TO THE INSUFFERABLE BURDEN OF CONSERVATIVE REATIONARIES CHURCHILL HAD TO CARRY THE POLLS.   LABOR'S VICTORY WAS INTERPRETED IN SPAIN AS A DEFEAT FOR THE FLANGIST AND THE FRANCO REGIME.   SPAINS WORKING CLASSES, HOWEVER, WERE FRANKLY DELIGHTED.   OFFICIAL COMMENT WAS LACKING IN ARGENTINA.   PIEDRO WINNIO, LEADER OF THE ITALIAN SOCIALIST PARTY SENT CONGRATULATIONS TO THE LABOR PARTY.   IN INDIA, THE PRESS GENERALLY AGREED THAT THE CHANGE WOULD NOT MEAN MUCH IN THAT COUNTRY.

CLEMENT ATTLEE PLUNGED INTO WORK TODAY AS HEAD OF BRITIAN'S FIRST LABOR GOVERNMENT IN FOURTEEN YEARS AND WHICH HAS PLEDGED ITSELF TO GIVE TOP PRIORITY TO FINISHING THE WAR WITH JAPAN.   THERE WAS GENERAL BELIEF THAT HE WOULD RETURN TO POTSDAM DURING THE WEEKEND.   A BRITISH PRESS ASSOCIATION CORRESPONDENT SAID FORMER PRIME MINISTER CHURCHILL PROBABLY WOULD NOT RETURN TO THE POTSDAM TALKS.

ERNEST BEVIN WAS NAMED FOREIGN SECRETARY THURSDAY NIGHT SUCCEEDING ANTHONY EDEN.   HUGH DALTON, PRESIDENT OF THE BOARD OF TRADE IN THE FORMER COALITION GOVERNMENT, WAS NAMED CHANCELLOR OF THE EXCHEQUER.   A PARTIAL LIST OF THE NEW CABINET WAS PUBLISHED IN A SPECIAL LIST APPROVED BY THE KING AND RELEASED FROM TEN DOWNING STREET.   THE TEXT OF THE ANNOUNCEMENT: "THE KING HAS BEEN PLEASED TO APPROVE THE FOLLOWING APPOINTMENTS: LORD PRIVVY COUNCIL - HERBERT STANLEY MORRISON.   SECRETARY OF STATE FOR FOREIGN AFFAIRS - ERNEST BEVIN.   CHANCELLOR OF THE EXCHEQUER - HUGH DALTON.   PRESIDENT OF THE BOARD OF TRADE - SIR STAFFORD CRIPPS.   LORD CHANCELLOR - SIR WILLIAM ALLEN JOWIT."   MORRISON WILL BE THE LEADER OF THE HOUSE OF COMMONS.
